This cover is addressed to a clergyman with an Italian-sounding name in Ghent (called Gand in French), Belgium. I read it as Rev. P. Martino di San Giuseppe, 46 Rue de Bruges, Gand, Belgium. In those days French was still the working language of the government everywhere in Belgium, but today the street and town names in Ghent would be written in Dutch (Flemish).
This is a printer matter (stampe) envelope addressed to the ordinary bishop of Gubbio (province of Perugia). The 20c rate pays for printer matter up to 50grams. Nice example with a machine postmark. -
