The Carabinieri Command for the Protection of Cultural Heritage, better known as the Carabinieri T.P.C., is the branch of the Italian Carabinieri responsible for combatting art and antiquities crimes and is viewed as an experienced and efficient task force. It was founded by General Arnaldo Ferrara on 3 May 1969. The force investigates clandestine excavations, the theft and illicit trade in works of art, damage to monuments and archaeological zones, the illegal export of cultural property, and fakes. It is involved in the monitoring and control of archaeological sites, and the activities of art and antique dealers, junk shops, and restorers. The force is also involved in forensic analysis; the development and promotion of educational materials; advising overseas ministries, police forces and customs bodies; international peacekeeping missions; and the protection and recovery of cultural property in disaster zones.
The miniature sheet marking the 50th anniversary of The Carabinieri Unit for the Protection of Cultural Heritage is a joint issue with the Sovereign Order of Malta. The M/S consists of one €5,40 stamp and five envelope seals containing images of stolen paintings recovered by the Carabinieri. The €5,40 stamp is Mantegna's Holy Family. The five seals include
Portraits of Young Woman
(Raphael), a rare
Illuminated Codex
,
The Gardner
(van Gogh), a
Roman Ivory Mask
, and the
Facade of the Palace of Ignatius
, the Sovereign Order of Malta's headquarters. To the left on the M/S
The Nativity
(Caravaggio) appears in the background. Artist M. C. Perini designed the M/S. A folder was also offered in addition to the M/S for €30,00.
