Answer: Caritas Internationalis, headquartered in Rome, is a confederation of over 160 members who are working at the grassroots in almost every country of the world. Inspired by Catholic faith, Caritas Internationalis is the helping hand of the Church – reaching out to the poor, vulnerable and excluded, regardless of race or religion, to build a world based on justice and fraternal love. When a crisis hits, Caritas is already on the ground. In 1990, the Vatican issued a souvenir sheet commemorating the 40th anniversary of the founding of Caritas Internationalis.

In 1997, the 1990 souvenir sheet was overprinted 'Pro Terremotati 1997' ('For Earthquake 1997'). It sold for 8000£ to assist the earthquake victims in the Umbria and Marche regions of Central Italy. Controversy exists of taking a valid postage souvenir sheet and overprinting it for the purpose of a fund raiser. The 1997 sheet was not officially issued by the postal authorities.
