Which of the 1929 Vatican City Conciliation stamps was issued for the use of the blind to mail letters? In 1929, The Vatican postal rates were 25c for internal within Vatican City, 80c to Italian cities, and 1.25l outside Italy.

Answer: According to W. M. Wickert's article "Vatican City 5c Uncommon Use" in Vatican Notes (November 2002), the 1929 5c Conciliation stamp "was issued for use of the blind in mailing letters". Wickert admits to never seeing a cover used this way for postage: "I have yet to see or even hear of a cover mailed by the blind".

I asked Greg Pirozzi about Vatican City having a special rate for blind people and he sent the following response:
" The rate of 5 centesimi per kilo was to post braille material. It was not for the use of blind people per se but applied to the material since it was bulky in nature. This rate was in effect from the first published Vatican City postal information dated 29 Jul 1929. I, along with several leading Italian experts, have never seen such a usage. This is not surprising since the publishers of Braille material were all located in Italy and would have used the Italian postal system in Rome. I have seen many examples of Italian braille rates."
