Answer: Founded in 1949 by the Treaty of London and based in Strasburg, France, the Council of Europe is the continent's leading human rights organization, founded on judicial, economic, social, and cultural premises. All member states have signed up to the European Convention on Human Rights, a treaty designed to protect human rights, democracy and the rule of law. Today, the Council of Europe has 47 members, 28 of which are members of the European Union.
