Your answer was: Pope Paul VI.

Answer: The first Pope to have Vatican stamps issued for his birthday was Pope John XXIII. In 1961 the Vatican Post Office issued six stamps for the 80th birthday of Pope John XXIII. Vatican Notes gives a good summary of this issue.
