Answer: Five Popes refused to recognize the legitimacy of the Italian government following the capture of Rome in 1870:
   1) Pope Pius IX (1846-1878)
   2) Pope Leo XIII (1878-1903)
   3) Pius X (1903-1914)
   4) Pope Benedict XV (1914-1922)
   5) Pope Pius XI (1922-1939)

The settlement of the issue ended with the Vatican recognizing the Italian government in 1929. Admittedly, Pope Pius XI must have recognized the legitimacy of the Italian government enough to have his Cardinal-Secretary of State Pietro Gaspari (the future Pope Pius XII) negotiate and sign the Lateran Treaty. So, some argument could be made that the count should be 4 instead of 5.
