Answer: During the years when the Popes isolated themselves in the Vatican after the fall of Rome (1870 to 1929), the Urbi et Orbi blessing was given from a balcony facing a courtyard or from inside the Basilica. They refused to appear in St. Peter's square or on the balcony of the Vatican Basilica for fear that they would appear to accept the authority of the Italian government. This behavior ended with Pope Pius XI, who after his election, stepped out on the "Papal Balcony" to give his first Urbi et Orbi blessing, signaling a changing attitude. Eventually, Pope Pius XI's Cardinal-Secretary of State Pietro Gaspari (the future Pope Pius XII) would negotiate and sign the Lateran Treaty in 1929.
