Answer: On November 29th, 1223, Pope Honorius formally approved the Franciscan Rule with his Papal Bull Solet annuere. In 1207 Francis had gathered twelve companions together to start the Franciscan Order. Around 1209-1210 the Pope had agreed to allow the Franciscans to live evangelical poverty. The final version of the Rule was completed by Frances and presented to the Pope for approval.
