Answer: The first year all counties used a common stamp design after the Vatican Post Office started issuing Europa stamps, was in 2000. The usual practice was that countries issuing Europa stamps would use a common theme but not the same image design. In the year 2000, a common image design was used for all Europa stamps issued with the difference being the name of the issuing country printed on the stamp.
