When did the Vatican Post Office issue a joint stamp that was not part of the Europa series? Wikipedia definition: "Joint stamp issues are stamps released by two or more postal administrations at the occasion of a common event or anniversary and that are characterized either by a common design or the same date of issue or both."

Answer: On June 8, 1995, the Vatican Post Office released the two stamps to celebrate the Radio Centenary (Scott # 978 & 979) jointly with Germany, Ireland Italy, and San Marino. It was the first joint issue not to be part of the Europa series. One stamp showed Guglielmo Marconi, the second stamp pictured Pope John Paul II.
